Effective December 9, 2019, Dun & Bradstreet stopped accepting new applications for PPE: Past Performance Evaluation. Offerors previously were required to submit Past PPEs processed by Dun & Bradstreet along with their proposal submissions to GSA.

There are two alternative methods for new offerors to demonstrate a pattern of performance. Offerors with previous federal past performance must verify in EOffer that they have 3 or more reports in the CPAR: Contractor Performance Assessment Reporting System that meet the solicitation criteria in SCP-FSS-001 (j)(2)(ii)(A).

Offerors without previous federal past performance must submit a past performance narrative and a list of customer references as outlined in SCP-FSS 001 (j)(2)(ii)(C). GSA will contact each reference and request that they complete a past performance questionaire.

Open Rating System

Open Rating is a system developed by Dun and Bradstreet to gather reference data for eligible GSA vendors. The data is required for the overall service administration along with federal and state firms.  D&B requires between 4 and 20 references that can deliver requisite answers about a particular firm to finish the Open Rating procees. It is a commercial for pay service.

The Open Ratings System has been used by the GSA as a proof for successful performance on past contracts. Procurement officers can evaluate individual Open Ratings scores for use in the bid process. The score is dependent upon a distinction between the way other business associates in the similar SIC codes provide answers for the Open Ratings System and the way in which your customer does.


Supplier Performance Rating

Supplier Performance Rating provides the assessment of overall rating and a SIC: Standard Industry Classification System level benchmark. It is an indicator of the supplier’s Overall Performance Rating in comparison to it’s SIC group; CETi has been concentrating on improving it’s D & B ratings for key aspects of supplier performance.

Dun-and-BradStreet Evaluation

The independent evaluation from Dun and Bradstreet for Computer Education Techniques dba SYS-ED was an overall rating of 90 and a SIC second level quintile. In 2008, the decision was made to make a long term investment in information technology training resource inputs and instructor training prior to test marketing and resubmitting its license application to the New York State Department of Education - Bureau of Proprietary School Supervision. The strategy is to develop courseware which meets academic standards or utilizes source commercial software and open source purveyor certification requirements. A “go-slow” approach was being applied to web-based and distance-learning using videoconferencing software over the Internet. The CETi website infrastructure would need to be able to deliver and demonstrate many of the programming techniques that we teach. A combination of Cornell University Business and Public Administration coursework and a machine-learning framework for applying open source Tensorflow and AI Acumos will be developed and incorporate D & B detailed performance ratings.

Machine-learning Framework - Work in Progress

Machine-learning software is being applied to the CETi libraries and research to improve the quality and completeness of course instruction and support services. Database schema are specific to the SYS-ED root, parent, and sibling websites. A patent will be submitted for the machine-learning code and copyrights for the database schema(s) and private data.
