This includes modeling, testing, and refinement, cost accounting - product pricing and strategic planning.

The CETi ml: machine-learning framework and source libraries are extending the open source Moodle content guidelines in conjunction with the New York State Department of Education Bureau of Proprietary School Supervision regulations and standards. Those two anchors build upon the Dun & Bradstreet PPE: Past Performance Evaluation - Massachusetts Institute Technology - machine-learning. Additional ml frameworks continue to be be identified, evaluated, and tested as pinwheels and anchors.
The CETi business model has been transitioned to teach from virtual classrooms in conjunction with video conferencing platform hardware and software technology to help client/employer - students learn IT subject matter. CETi is the aggregation and research website and provides information technology resource inputs and a technology partner course schedule for qualified third parties.
The CETi information technology training service is based upon academic standards and machine-learning quality and cost control with continuouts update. CETi and SYS-ED websites have been developed to provide a factual independent presentation of categorized and software specific website information for self-exploration and alternative ways to achieve learning objectives, job skills, and return on investment. Not everyone should enroll in a CETi technology partner or SYS-ED course. Certain courses only should be taught by the source software company or open source purveyor. There are pathways and progressions to achieving an open badge or source certification. Streamlined project-specific learning paths for hybrid information technology also are provided.
In conjunction with researching emerging trends in information technology and developing strategic learning paths, there is a utilization and review of the available free, low cost, and commercial documentation in the public domain. This includes the software company and open source purveyor websites and IT software training resources available through the New York public library system. SYS-ED categorized and software specific websites provide information about the software and multiple approaches to obtaining the training.
The CETi board of directors believe strongly in the value of source software and open source software certifications. Investments continue to be made in earning and expanding the credentials to conduct source certified NRV: Nationally Recognized Vendor curriculum. In the short-term, the technology partner course schedule will provide course titles and accompany courseware where there is no NRV: mainframe environment, programming languages, and database. It also includes submission to accredited academia criteria for course attendance and demonstrated mastery of subject matter/work peformed for recognized credit hours.

The IDC study was conducted before the widespread incorporation and use of OSS: open source software. Online learning and teaching information technology subject matter was starting to be used.
Since 2020, Congress has sent an additional $190 billion to schools, in part to help them reopen safely and stave off layoffs. There were shortcomings and criticisms of remote instruction in K1 - K12 during the pandemic. The first year of the pandemic left students an average of five months behind in math and four months behind in reading, with much larger gaps for low-income schools. The United States spends more per pupil on public education than most other countries.
In June 2022, the United States Education Department announced that it will be foregiving the $5.8 billion of debts of 560,000 borrowers who had enrolled in the for-profit Corinthian College chain, which collapsed in 2015. This was in response to allegations of illegal recruiting tactics, shoddy educational programs, and false promises to students about their career prospects and potential future earnings. “For far too long, Corinthian engaged in the wholesale financial exploitation of students, misleading them into taking on more and more debt to pay for promises they would never keep,” Education Secretary Miguel Cardona said. The CETi information technology training services also will be addressing the issues being addressed by the FTC: Federal Trade Commission in the marketing practices of for-profit colleges.
CETi is being positioned as a brand-neutral alternative to a subset of the services offered by OPM: Online Program Managers to accredited academia. The CETi information technology services will include courses and resource inputs where there have been reports of OPM shortcomings and problems in meeting standards of quality instructional design, cost control, and providing quality instruction with accountability for client-student/employee learning. And the rate schedule will be an advertisement (quality of design and code and how we do things) with links to content urls and how the training service can be delivered. There will be a concise use of forms and in the future, an audio/voice search, chatbot, and virtual agent. However, there also will be a voice mail answering machine. And there should be a person – available to answer the phone also.

Initial Course Instruction - Baseline
The initial instructor-led presentation is a virtual classroom from within a videoconferencing platform using synchronous interactive teaching and learning: video, audio, transcript, whiteboard interaction, polling, and chat interaction - employee-student questions/comments. From this template, content is examined for technical accuracy and integrated with the client documentation requirement for a sequential presentation outline, textbook extension, teaching, learning, and reference-look up. Depending on the client organization’s price point, additional deliverables and immersive content then will be added/provided.

Textbook as a Learning Center
Each course search entry is associated with one or more textbooks in the enterprise database. The textbook has an association with a reference card, assessment validation, and review questions. There are additional optional components - glossary, case studies, project coding specifications.

The CETi textbook review service categorizes the textbook by recommended audience in course search engine, grading on clarity of writing and meeting academic standards - Strunk and White, number and quality (grade) of sample programs by industry business model - Drucker Institute Categorization, use in progression to source software company and open source purveyor testing and passing source certification examinations. The base model for testing is LearnKey and GMetrix used in Microsoft certification preparation; it will include client-selected question formats and adaptive learning. Textbooks are extended in multiple ways for teaching and learning.
Courseware as a Learning Center (Not Self-study)
In areas where CETi/SYS-ED has taught training programs (typically 4 to 8 weeks in duration) and integrated course sequences for client organizations (Microsoft Windows programming, Microsoft .NET, and Oracle development platform) textbook extensions and courseware organized into courseware as learning centers.
CETi as a Portal to NYS BPSS
The standard input for a curriculum lesson plan submitted to the New York State Department of Education BPSS: Bureau of Proprietary - is a course outline, pre-course assessment, a primary and backup textbook with presentation slides, workshop, workshop solutions, set-up instructions, sample data, and website integration: technology updates, technology assessment, and learning paths. The FAQ: Frequently Asked Questions - aggregated and CFAQ- course frequently asked questions are a component of the continuous update associated with the video conferencing platform.

CETi is researching the principles of The Trust Project with the goal of applying it to its website content; transparency and working with technology platforms to cite and confirm a more comprehensive information technology detailed reporting.
A NYS ED BPSS license was submitted and successfully completed in 2004. CETi management and board of directors were unanimous in agreement that the SYS-ED training service required improvement in multiple areas; it also did not reflect the major changes changes - hardware, software, and compound technologiies that were occuring; the internet, open source software, cloud computing, and mobile computing devices. Significant investment in quality control and website infrastructure was required. The decision was to build upon the Dun & Bradstreet Open Ratings - Past Performance Evaluation and its machine-learning fact finding.
